The candidates selected should not be less than 25 years of age and should possess, as far as possible, the qualifications described in para. 57 of the Report of the Public Works Depart- ment Reorganisation Committee. It is very desirable that they should be men of some experience and capable of designing with little more than general guidance from the Consulting Architect or the Executive Engineer as the case may be.

The qualification for the post of Assistant Architect should, we consider, be a Fellowship or Associateship of the Royal Institute of British Architects, provided in the latter case that the candidate has in addition served for at least three years with a practising Architect in Europe.
